In the past ten years, a total of 18.2 million people have received hartz IV benefits.

There were 9.33 million men and 8.97 million women, according to a federal government response to a left-wing question in the bundestag obtained by the deutsche presse-agentur. 5.47 million were under 15 years old.

Paid are the people who have received between january 2007 and november 2017 at least once short-term hartz IV. Many people have also received temporary unemployment benefits, for example because they were not eligible for unemployment insurance.

In february, 5.95 million people were on hard-earned benefits, according to the federal employment agency. Of these, 4.26 million were gainfully employed. Around two-thirds of these people received hartz IV benefits without being unemployed, for example because they were working in a mini-job or taking a job to return to the labor market, were attending school or university, or were unable to work due to illness. On average, the benefits of the basic security make 954 euros for a so-called community of need. The standard rate for single hartz IV recipients is 416 euros per month.

Shortly before his appointment as health minister, jens spahn (CDU) triggered a heated debate about hartz IV in germany with his statement that it would give everyone "what they need to live". Even german president frank-walter steinmeier reacted with a reminder that the number of hartz IV recipients must be reduced. The reason is that the grand coalition wants to return as many hartz IV recipients as possible to the regular labor market. Labor minister hubertus heil (SPD) had said in his inaugural speech in the bundestag on thursday that this was "a prerequisite for a free and self-determined life. The focus is on the 857,000 long-term unemployed who have been out of work for more than twelve months.

According to left-wing politician sabine zimmermann, the high number of hartz IV recipients over the years demonstrates the "impoverishment of broad sections of the population. Various federal governments had failed in the fight against this, said the labor market policy spokeswoman of the left-wing parliamentary group.

"It is particularly bitter that so many children also have the experience of being deprived of hartz IV benefits," said zimmermann, who asked the question. Since the hartz reforms, social security for the unemployed has been left mainly to hartz IV. Hartz IV was introduced in the fall of 2003 with the agenda 2010 of the then SPD chancellor gerhard schroder – this fall, the agenda will be 15 years old.

"The benefits do not protect against poverty and do not ensure adequate participation in society," said zimmermann.
